to not have the port own the land any more. the city ons the right-of-way. dpw gets to own the street right-of-way, but the port owns underneath. we're in the process of appraising the value of the land as open space whereas publicly owned land with the open space designation which basically means you can't build on it, a building, and getting the [speaker not understood]. and then we have a different strategies we're trying to figure out how to negotiate with the port about how to convey that money to them. but they've already shown their willingness to go through the process, do the appraisal, to take the money over time to talk about different means to receive the money. that is a separate conversation. >> there is no availability -- i know we just passed the park bond or park recreation bond. i don't know if any of the funds there were not earmarked in a way they could be used for this project. do we know? >> i'm not sure actually. i feel like we're turning over many different financing stones and even laying the [speaker not understood] to take the lead on that. and everyone kind of fe
, what agency, and you have all kinds of agencies. airport, sfmta, dpw, dbi, rec and park. it could be anything like a plumbing permit. and no one would know when the first approval is. so, the whole thing is very vague. and then you get this thing about someone says, oh, supervisor wiener says, this is improved noticing. well, in some of these instances in the legislation, if you read it very carefully as on page 2, lines 1, 12, i wasn't going to net pick in the weeds, but i have to noticing could be optional or none. * 11 because depending on the circumstances, some notices are not required and in some instances they are, so, you don't know if as it's optional or required. so this is going to turnout to be very vague. then you have this thing where you have these hearings. well, a hearing could be scheduled as on page 14 lines 7 through 8f, but it doesn't have to be held. it says it just has to be scheduled. so, the clerk can schedule a hearing, but then the next criteria is, well, how long after? well, there's no minimum so you don't even have a 14-day minimum to wait and then t

recreation staff, but also dpw, the arts commission and of course the your parks. thank you. >> clerk calvillo: thank you, supervisor chu. supervisor kim. >> supervisor kim: thank you. i actually just want to take a moment to share some words about howard wallace as well. and i want to really appreciate supervisor campos for just the beautiful story and talking about his life and his experience. he's someone i know that many of us will really sorely miss. howard was someone that i'm really grateful that i got an opportunity to get to know. and i met him actually in 2005, when several of us here in this room were involved in the san francisco people's organization. i just have an incredible level of respect for howard. he was always incredibly reasonable, but undeniably and staunchly progressive. he was vocal on many different issues but always open-minded. most permanen importantly he ben building coalition that was genuine and he was dedicated to that and he also loved to share stories. stories. i think many of us, with him at6 had to share, which are so important near us to continue

's existing radio systems amongst our fairious departments, police, fire, port, the dpw, rpd and of course the sfmta 700 megahertz, am i correct, radio system? so, i want to make sure we're aligning all of these system so we have effective uses of funds and resources it so there is as much alignment as possible so that we have the savings that we need. so, i think those are the questions that continually come up for me. not the need to replace the system. i think the need is very, very clear and i'm happy to support this today. i just want to make sure that conversation continues and i'm glad that it started. these meetings, in the past six months, but i do really want some answers about how we're going to share on these facilities and leases and what it's going to take to improve these facilities to meet the needs of our city and our communication system. >> yes, i'll be interacting with the mda and other departments. in fact, this particular project, we are recommended that the transportation agency co-locate their system, the bd system, thereby they share the existing fiber, existing wi

[applause] (train horn). >> the port manages the seven and a half miles of waterfront, and for planning purposes the area is divided into a number of subareas. we are in the southern waterfront sub area and within each subarea we have a number of stakeholders but we always have an advisory committee that we work closely with, so the southern waterfront advisory committee has played a key role in the creation and development of a blue green way project, and has been an active participant in supporter of these two developments, the expansion of heron's head and the bike way on cargo wa

at 54 peralta avenue for construction of a driveway ramp. >> sponsor is david chiu and from dpw we have david qwan >> my name is eleanor tapk and i am with the department of public works. our office received a major encroachment request from sia consulting on october 26, 2011. the request is to remove and reconstruction a portion of the city-owned maintaining wall to construct a concrete driveway ramp with transition slope to conform to the existing sidewalk grade in order to provide vehicle access to the property at 54 peralta. we have reviewed project, the project has been routed to city planning for them to review on the conformity to the general plan and we receive a letter from them in december 12, 2011, stating that the project conforms to the general plan. we also referred the project to transportation advicery staff committee for them to review and they approved the project on march 22nd, 2012. the project subsequently referred to our department, structural section, hydraulic section, and to the disability sf (inaudible) for their review and they approved the project. we condu
between port and dpw and through the -- using two procedures, that's our mayor has been promoting for the last 12 months. one is broadening of construction projects and the second is prompt payment. so, when we started in early october, we gathered the entire project team. the contractor his subs, suppliers, the port staff, the consultants, dpw and we agreed on a plan to move forward. we agreed on the deadline and on a weekly basis, we met to hash out every single detail so we can meet this deadline. the contractor told us if you want to move fast, you need to pay us fast. instead of the 230 day city policy that we use on other projects, on this project we managed to pay the contractor within five days. so, and like i said, this is what you see, you know, today. i want to thank mayor ed lee for his vision and leadership and for his directive to make the partnering on construction projects and prompt payments and to make it much, much easier for small and large contractors to do business in the city. i want to thank monique and the port for their confidence in public works and for
